Yes, the blades actually spin and turn like a weather vane.

The windmill blades do turn in the wind. The top piece screws in, so it does not spin to change directions.

Although the blades and the vane do turn, I tried it in front of a fan, and the wind was not strong enough to turn them.

There is some assembly required. The blades of the windmill come separate and can just be slipped on its mount.
